Jewelcrafting Vendor? Empty Jewelcrafting Vendor?

I haven't seen any jewelcrafting regents in the non pvp mall. I have been getting it up normal but its to hard to get all the items as some npcs are missing where you can get the required items to make stuff. So could you please add one to the non pvp mall so it will make jewelcrafting a little easier.
